Florida Association of Christian Child Caring Agencies (FACCCA)

The Florida Association of Christian Child Caring Agencies (FACCCA) was founded in 1982.

Facilities in Florida are permitted to join the 501c3 organization instead of obtaining a license from the state.

Facilities accredited by FACCCA are required to adhere to "minimum standards," however ISAC has not been able to determine exactly what those "standards" are.

FACCCA is comprised of representatives from each "accredited" member facility.

The Vice-President of FACCCA is Michael Palmer, owner and Director of Victory Christian Academy.

Palmer is the Owner and Director of one of the schools accredited by FACCCA and has been accused of raping a student at his school.

Several facilities and individuals associated with FACCCA have been investigated for child abuse including:

Victory Christian Academy - Jay, Florida

The facility was located in California until 1991, when a California judge banned Owner/Director Michael Palmer (and current Vice President of FACCCA) from working at any unlicensed facility in the state.

Investigators had found evidence of child abuse and neglect.

The current facility has been investigated numerous times by Child Protective Services.

A former "student" has accused Michael Palmer of rape.

Faye Cameron, Currently Operating the New Beginnings Rebekah Home - Pace, Florida

Until 1999, Faye Cameron was a supervisor at a Texas facility called the Rebekah Home for Girls.

The facility was one of several Roloff Homes - named for Lester Roloff - and the source of many allegations of abuse spanning more than 3 decades.

Roloff himself was notorious for paddling pregnant girls in his homes for "unwed mothers" as well as declaring that he preferred "death or jail" to state licensing of his facilities.

After Roloff's death, Wiley Cameron, Sr - husband of Faye Cameron - took over Roloff's position as President of Roloff Ministries.

In 1999, Faye Cameron was banned from ever working at or being present at ANY juvenile facility in Texas after authorities confirmed that she had duct-taped the wrists of a girl, then locked her in a room.

At the time, the Rebekah Home was accredited by the Texas Association of Christian Child Care Agencies (TACCCA) - the Texas equivalent to FACCCA.

Wiley Cameron, Sr. was a TACCCA board member.

Even though his wife had been convicted of mistreating a child, TACCCA continued to accredit the Rebekah Home for Girls.

In 2001, after findings of abuse at several TACCCA-accredited facilities, the Texas Legislature decided not to reauthorize the Alternative Accreditation program and TACCCA was dissolved.

The Roloff Homes then moved out of Texas.
